copy October 7, 1942 MEMORANDUM FOR THE PRESIDENT The Secretary of the Treasury just telephoned to say that the Irish Legation here in Washington has six diplomatic pouches going to the Irish Legation in Vichy, France. Ireland was not included in the directive so he has no authority to act.
