Stark's memorandum to the Secretary of the Navy dated November 12, 1940, bearing the notation Op-12-CTR and known as "Plan Dog," has been reviewed. The Chief of Naval Operations has declassified the "Plan Dog Memorandum" and the security classification on the document in the custody of the Franklin D. Roosevelt Library should be removed.
