     If the Netherlands Government, which is best able to judge the value of your
 
audiences with the Queen during past crises, should on their ovm initiative suggest
 
that a repetition would be useful, you are authorized
 
to ask for an audience. Otherwise I question the advisability of any initiative on our part.
