Dear Mr. Davis: As a result of discussions between members of our respective staffs, the following memorandum has been drawn up, setting forth the principles covering the proposed cooperative program between our two organizations: "1. OWI is responsible for the disseminiation of official American propaganda which openly emanates from an American source (i.e., outside enemy or enemy-occupied countries). "2. OSS is responsible for the dissemination of propaganda, either true or false, which actually or ostensibly originates within enemy or enemy-occupied territory. Such propaganda need not necessarily represent the official United States viewpoint, nor shall it be readily traceable to an official American source. |
