Memorandum for the President from the Secretary of State, 8/30/43, with attached copy of a note   
from the Minister of Switzerland, which the Secretary states transmitted a communication from the  
Italian Govt. setting forth the measures the Italian Govt. claimed to have put into effect in   
order to have Rome declared an open city. Acknowledgment of this note is being made by the State   
Dept. to the effect that the matter is receiving the attention of the highest milttary and   
civilian authorities of the Govt.
