Letter from Hon. Myron C. Taylor, Department of State, 8/27/L3, to the President, with attached   
letter which Mr. Taylor received from The Most Reverend A. G. Cicognani, Archbishop of Laodicea,   
Apostolic Delegate, 3339 Mass. Ave., Washington, D.C., under date of 8/25/43, with attached   
memorandum dated 8/25/43, which was conveyed to him by the Cardinal Secretary of State, with   
regard to a notification from the Italian government of the steps taken to make effective the   
declaration of Rome as an open city.
