Mr. Secretary:
In these pages, most informally written, I have endeavored to
present some thoughts regarding organization, having particular
reference to Post-War problems, as follows:
I. A clear definition of authority in the fields of State
Department activity; i.e., in fields within which under
law and by custom the Department in charged with
responsibility, particularly as to--
(a) 1. current diplomatic affairs
2. diplomatic affairs related to the war
3. the peace and post-war problems
II. The analysis of "Current diplomatic affairs" and
"Diplomatic affairs related to the war," and of a
proper distribution of subjects between divisions
of the department.
III. An increase of higher official personnel.
IV. The segregation of post-war problems in a continuing
division with temporary but ultimately permanent chairmen
of the three proposed sections.
V. Decision as to who shall exercise negotiating authority.
