of all the belligerents had been regarded as the most humane in Italy, that it was a matter of regret to him personally that we should persist in indulging in this kind of warfare. The Department of State has instructed Mr. Tittmann to request precise details in connection with the two alleged incidents in order that they may be identified or disproved. On the basis of a report from General Eisenhower concerning these allegations, Mr. Tittmann is being instructed, moreover, to inform the Cardinal Secretary of State that American bomber missions are invariably conducted at very high altitudes; that their fighter escorts likewise remain at or above the prescribed levels; and that, with respect to the alleged incident at Naples, General Eisenhower has informed the War Department that no American combat crew has ever reported the machine gunning of a tram in Naples, and in view of all the circumstances, it is extremely improbable that the reported attack was executed by American aircraft. |
