My dear Mr. President:
With refernce to my letter of July 1, 1943 relative to the British suggestion
that it might be inadvisable for Mr. Taylor to go to Rome at the present time,
there is enclosed, for your approval, a draft telegram to Mr. Harriman on this
question.
