Admitting the German Army cannot win the war, the earlier the army surrenders, not only will lives and propety be spared but the earlier can the processes be set up for political stability and economic improvement for the people of Germany and of the world. The world organization has then become the medium for the determination of war problems- its first members, the United ans Associated Nations- become an active and potent body for the peaceful sttlement of disputes, its judicial arm maintaining order and stability. The moment is opportune- it may never come again in so promising a form. The opportunity proptly to create an international organization, to preserve peace with justice, should not be ignored or neglected. It is the best hope of mankind.
