I am sending you herewith a copy of a statement which I received this
morning from Prof. Dr. Lobo d'Avila Lima, Portuguese Ambassador at Rome.
The document speaks for itself. Obviously it is sent to me because of the
facts stated by signor Dino Grandi in the first few paragraphs of this
memorandum.
In due course, perhaps, in acknowledging receipt, you will make any
observations which you consider desirable.
