      and sale basis. That, of course, was not the intention  
      of American Relief for Italy nor of the gational  
      Committee for Distribution of Relief Supplies in  
      Italy, but its plan is rather to use the latter  
      facility for distribution of all supplies of any  
      nature which come into the possession of the ItalSan  
      Government as donations and any supplies purchased by the  
      National Government and donated by it for purposes of  
      relief. We believe that we have reached a logical  
      and harmonious agreement upon the importance
