Mr. Ambassador:
I have received the report of Colonel Charles Poletti
to the Chief Commissioner of Headquarters, Allied Control Conanission,
subject, "Observation on Report of Mr. Barr and Judge Marchisio". I should
to take this opportunity to express my observations on his r
Under Colonel Poletti's point (1) it was clearly stated
that the report covered only a specified area in the Province
of Frosinone and specific references were made to conditions
in communities. There was no intent to, or in my opinion
could an intent be supposed to, generalize this condition in
pecific communities as being the condition in southern Italy
Colonel Poletti asks why we do not make relative comparisons of
the badly hit area in Southern Frosinone with other provinces in liberated
Italy. It was not the intent of this report to draw comparison as to
relative conditions but to point out specific problems in a specific
portion of the Province of Frosinone. The report further intends, by
drawing attention to such specific problems in this area, to offer
sible solutions to meeting the need in this one critical, ar

In no sense was my report intended to be critical Of the
Military Government nor did it intend to observe on the effici-
ency of their performance.. It was directed specifically to a
critical situation in one particular geographical area.

In Colonel Poletti's point: (2) I am unable to observe the
relationship of the Special Committee from the War Department in Italy and
this particular report. As mentioned in the preceding paragraph it was not
the intent of this report to generalize either as to conditions or
ons but to make specific report on the condition of a single
Point (3). In as much as the reports of myself and Judge Marchisio
gave specific statements it is regrettable that Colonel Poletti broadly
states them to be inaccuracies without suDplying us with the information
that show them to be inaccurate. In as much as the report on Frosinone
Province quoted the specific source of information and the sources were
the people charged with the responsibility of having accurate, information
it can only lead me to believe that:
(a) either they did not. have accurate information
(b) did not give me accurate information, or
(c) that I have not truthfully reported this inform
