C 0 P Y CHINA DEFENSE SUPPLIES, INC. 1601 V STREET N.W. WASHI NGTON, D. C. December 12, 1941 Dear Mr. Welles: In connection with our conversations last Tuesday, I am in receipt of a cable from General Chiang Kai-shek dated Chungking, December 10th, and reporting among other things, "the Chief Soviet Military Advisor expresses his personal opinion when I saw him again today that the Soviet declaration of war against Japan is merely a matter of time and of procedure. The Soviet, he indicates, will make an open declaration of war only after a general coordinated war plan has been arranged between the United States, Great Britain, China and the Soviet. This differs considerably with the attitude of scepticism and disappointment that he assumed two days ago. I cannot fathom whether the change in his attitude is due to new instructions received from his Government for communication to me." Hoping that the above may be of interest, Yours sincerely, T. V.
