vhich has some 90 submarines based on Vladivostok.
With regard to the air, reinforcements would have to come from the United States of
America and the United Kingdom and the detemrination of what can be sent wouldnecessitate a
review of the requirements of all theaters of operation and a determination as to the degree of
priority to be accorded to each.
The provision of submarines and aircraft has been suggested above is for the defensive side
of the war in the Far East. A defensive strategy, howevr is not sufficient as it would probably only
result in ths consolidation of her gains, the replenishmerit of her vital supplies and the
strengthening of the position af Japan.
Our strategy must, therefore, contemplate the offensive also. Offensive action on the sea
would appear to be postponed for some considerable time.
