terms our own policy for the new world we propose to create after the war.
     Such a policy would be the basis of our political warfare which may well be as important
as military warfare.  Backed by intelligent propaganda it will do much to weaken the will to resist
of the German people and will strengthen the determination of the people of the occupied
countries passively for the time being and later actively to continue the struggle.
     Without cooperation and direction on the highest plane in the conduct of war both in the
strategic, and political spheres the powers opposing the Axis will be seriously handicapped and
the period of hostilities prolonged.
     What steps are being taken to bring about this coordination and direction".
