MEMORANDUM FOR THE PRESIDENT
 
     Supplementing my suggestions regarding a Supreme War Council, I give you this
additional outline of organizations that might function under it:
 
          Military Council
          Naval Council
          Aviation Council
          Shipping Council
          Economic Council
               Food Committee
               Munitions Committee
               Raw Materials Committee
               Petroleum Committee
 
     These auxiliary organizations were contemplated by the provisions in draft of the Supreme
War Council wherein it was given responsibility for "coordinating distribution of available
resources of all categories between various theatres of war".
