TRB London
This telegram must be
closely paraphrased be- Dated January 12, 1942
fore being communicated
to anyone. (SC)

Secretary of State,

     Washington.

     TRIPLE PRIORITY.

     167, January 12, 7 p.m., (SECTION THREE).

As a result of a message to you and my interceding with the
Prime Minister the present British setup in the United States
permitting effective collaboration of both the Air Ministry and
the Ministry of Aircraft Production has resulted in British
experience being more effectively presented to the United States
authorities but the fact still remains that there is still an
unnecessary time lag incorporating the latest British design
changes in our production lines.
The two men best informed on these problems are Lt. General
Brett and Brigadier General Royce. The latter is scheduled to
leave here by plane for Washington via Lisbon tomorrow. I believe
it would be in the interest of the service to have Brett report
to you on the practical needs necessary in ground organization,
airfields and equipment and design as well as on the particular
needs in Britain the Near East and the Far East
