MEMORANDUM FOR THE CHIEF OF STAFF:                                   April 25,1942
 
Subject: Air Force Requirements for Transports.
 
      1. A careful survey of the minimum requirements for transport planes for the remainder of
1942 shows the following:
 
    a. To accomplish the mission of the Air-Forces with airborne infantry, parachute troops and
gliderborne infantry for combat not later,              
 than November 15, 1942                        389 transports
 
    b. Ferrying Command= Burma Road U.S. to Alaska; San Francisco to Australia; U.S. to Natal;
Takoradi to Cairo, Karachi; U.S. to U.K. Requirement    284 transports     
 
    c. To train replacement pilots and to organize new units 
        and train airborne infantry in the U.S.               111 transports    
 
d. To supply and maintain cargo and transport service in the Army Air Forces, in the Caribbean     
  area, Hawaii, Australia and Alaska                                 196 transports
