MEMORANDUM FOR THE PRESIDENT:           (The White House)
 
     Subject: Development of road from LAGOS to KHARTOUM
 
        Reference the attached message from the Grady Mission, the Cullen-Roosevelt report, as
well as information from other sources, tends to corroborate the statements made therein
concerning the road from LAGOS to KHARTOUM via KANO.
 
        A study has been started to ascertain the all-weather character of the road, the weight and
type of vehicle it will bear and the tonnage which it may be expected to accommodate. This
information should give a sound basis upon which to determine the practicability of developing
and using this road for the transportation of military supplies to the Middle East area.
 
        General Maxwell is being asked to expedite forwarding information in this connection to
Washington.
