The following is text of State Department's proposed statement for the President to make on August 14: "(Draft of proposed statement for the President to make on the anniversary of the Atlantic Charter - See attached sheet.") In view of the telegram which you discussed with Mr. Welles on the telephone and the difficulty in arriving at an understanding with distant party, we believe it better that the President make his statement which will please all twenty-eight nations and create no rancor.
