I consider criminal the negligence of the Red Cross in failing to organize a regular supply line to Bordeaux three weeks ago. I am now convinced that the officials of the Red Cross are incompetent to organize relief on the scale demanded. The problem is as great as the problem of feeding and supplying the entire French Army. I suggest that today you take the organization of a supply line to Bordeaux out of the hands of the Red Cross and place it in the hands of the most competent Admiral of the United States Navy. Or you might place an Admiral in the Red Cross with complete power to act. You cannot tolerate tiday the incompetence of any individual or organization which is preventing supplies from reaching dying French men, women and children. CSB BULLITT |
