The Military Governor, with his army, will at a
given moment leave Paris in retreat. He will leave in
Paris General Dentz as Commander of the Paris region.
Owing to danger of fires and mobs, they have decided
to leave the police and the firemen of the city a their
posts until the Germans shall have occupied the city
fully. They have stated to me that at a given moment--
not far off-- they will ask me in writing, as repre-
sentative of the diplomatic corps in Paris, to act as
guardian of the civil authority of this community during
the tranisition from French Government to German military
occupation, and to treat with the General commanding
the German forces for the orderly occupation of the city.
I proprose therefore at the appropriate moment to
have broadcast a radio message stating that at a given
time an automobile of the American Embassy in Paris
properly
