Paris, September 15, 1939. Personal and Dear Mr. President: I sent a telegram today which you have probably seen, describing the manner in which the German Air Force destroyed nine-tenths of the Polish Air Force at noon on the first of September. I assume that you saw the telegram and I want to let you know a number of related facts which I did not put in it. My informant was the French Minister for Air, Guy La Chambre, who had just talked with a French officer who lef't Poland three days ago and personally witnessed the Polish debacle. In the course of our conversation, La Chambre added a number of facts about air fighting on the western front which I did not consider it wise to put in my cable.
