I realize that it will probably be impossible for you to convince
the people of the United States that they are menaced by Hitler.
I can not express to you too strongly my conviction that we are
menaced in the most terrible manner by Hitler. If we do not change
at once the Neutrality Act and supply France and Engiand
immediately with all the weapons of war that we can
produce, we shall be insane. It is the considered opinion not only of our
owm Military and Naval Attaches in Paris, but also of the French General
Staff that if the United States should continue to refuse to supply
airplanes, arms, and ammunition to France and England,
France and England unquestionably would be defeated.
