If Burma falls before full advantageg is taken of China's offer, the Chinese will most certainly make the facts and responsibility known. Churchill's position, both in England and here, will be gravely weakened, and the Administration itself will be subject to severe criticism. Hence, it is not too much to say that upon our prompt and effective action depends not only weighty military considerations, but also the maintenance of mutual confidence among the United Nations.
