Weygand said he did not know whether the French Government could persuade the Germans that Requin would be satisfactory. General Weygand, you know, follows American policy as closely as he can. He is, of course, exceedingly interested in the future of our relations with the German Governement and what effect any change of those relations might have on Franco-American relations. I am convinced that he has long since made up his mind that the American card is the one to play. During the course of our last conversation he inquired again whether there might hbe a possibility of the United States assuming the role of a belligerent in the war with Germany. I replied that I had no futher news on this subject other than the President's public statements, but that I often wondered whether relations between the United States and Germany might be broken off.
