DURING THIS DISCUSSION WITH THE FOREIGN MINISTER THE UNOFFICIAL INFORMAL OHARACTER OF MY ENTIRE VISIT WAS MADE CLEAR TO MIN. THE ARRANGEMENTS FOR THE VISIT WITH THE CHANCELLOR WERE ESTABLISHED ON THIS GROUND.
