HE WAS INTERESTED IN A FAIR AND EQUITABLE SOLUTION OF THE IMMEDIATE DIFFICULTIES BETWEEN INDIVIDUAL COUNTRIES PRIMARILY BECAUSE THESE DIFFICULTIES BEAR ON THE BROAD WOLRD PROBLEM.
