*I believe that an appraisal of this property a year ago would have
resulted in an aggregate figure of about 10% higher, or approximately
$100,000.
 
On the East Tract, lower offers should be considered if they are for
the entire tract or for Parcels A to F,  inclusive, or for Parcels G to
J, inclusive.
 
Upon acceptance of the foregoing as a basis for consideration in
negotiating with prospective purchasers, it is recommended that the
following procedure take place:
 
I. PRIVATE SALES CAMPAIGN - Asking Prices, Terms, and Procedure.
                                                                       
A.  Release publicity on the property announcing that it is going to be
offered for sale to the public.
 
B. Run a newspaper advertising campaign using at this time only
classified and local ads in selected newspapers. 
 
C. In order to conserve the cost of the promotion, but at the same time
effect what sales may be made this Spring, erect one sign directly
opposite the entrance to the Franklin D. Roosevelt Library and
Homestead to read approximately as follows:
