You should not yourself meet Weissauer
in view of the obvious danger of misconstruction.
Moreover it would be quite useless for
you to do so as you could not enter into a
discussion and could only receive a message from
him which it is always open to him to pass
to you through the President of the High Court
or any other channel. The attitude of His
Majesty's Government has been made quite plain
in reply to the King of Sweden (see my telegram
1660) in which we alluded to the necessity of
words being effectively guaranteed by deeds.
