United forces and will greatly increase their military efficiency.
It is further recommended, for obvious reasons, that the order
 be kept secret until after the arrival of the Army  troops mentioned
 in Iceland.
 
        The action recommended follows the precedent set by President
 Wilson in issuing a similar order with respect to the marines serving
 in the American Expeditionary Forces in France.
