MEMORANDUM FOR 
 
                              GENERAL ARNOLD
 
Dear Hap:
 
          T.V. Soong tells me that:
 
          (a)A very large amount of 
          Japanese equiptment is being 
          made in Shanghai.
     
          (b)This equipment is 
          dependent on power from the 
          Shanghai power plant which 
          is the only source of power.
 
          (c)That if this power plant 
          were destroyed it would slow 
          up Japanese production for 
          six months.
 
          He, therefore, suggests that 
at the earliest possible moment we 
bomb the Shanghai power plant and try 
to put it out of business.  His 
thought is that our planes should 
take off from India, thus constituting 
putting the power plant out of business, 
to return to the Chengtu field near
Chungking.
