MEMORANDUM FOR THE PRESIDENT:
 
 
 The Secretary of the Treasury is asking if he can see a copy of the letter which the President sent to Secy. Hull last week on treatment of Germany.  He wants to see it in connection with the British Army handbook on which he is working.  
 The attached is all we have on that subject.
