(See Embassy's 9977, November 15). Having regard to this advice from the economic aide, political advisers evaluate the Massigli Plan as partition dressed up in soft clothing. Although we have not had time to check up on opinions among all political advisers, we have not up to now found evidence of any going away from the view that Germany should remain "a substatial unitary" as assumed in the Malkin report. Both Jebb and other officials thought that an attempt to adopt the Massigli Plan might be interpreted by the Soviet as an attempt to set up a special sphere of economic influence designed to strengthen France, UK and US. Hence the Soviet might claim another sphere. Officials in Whitehall, though they do not seem to take the Massigli Plan very seriously, have roted with satisfaction that the French show no desire for peace |
