You may perhaps find of some interest the
 
enclosures, which please do not go to the trouble
 
of having returned to me.
 
 
Dr. Dodd's letter presents a rather dark
 
picture of what is going on in Germany. His 
 
proposed historical address points out, as he 
 
is much in the habit of doing, what a hard task 
 
it has been from ancient times until now to assure 
 
the mass of the people a fair measure of the good 
 
things of life.
 
 
In accordance with your suggestion, I have
 
talked at some length with Mr. Steinhardt and
 
shall have some further talk with Mr. Long and
 
am discussing with the Foreign Personnel Board
 
methods that may be employed for improving our
 
Service abroad.
