Robert Frazer, now Consul General in London, to whom you have just
offered the Legation in Salvador is senior to Jenkins and, in my
opinion, has both had a wider range of experience and is an abler
officer. Frazer, of course, has had experience on the American
Continent and speaks Spanish fluently. Before being assigned to London,
he was Consul General in Mexico City and did there an admirable piece
of work.
