Dr. Dodd understands that I am at liberty to show his confidential letters to the President and Secretary Hull. I have refrained from trying to take any of the President's time, but there are one or two matters I will endeavor to talk over with him on his return here. You can say to the President that two of the people selected by him for appointment to the conciliation commissions, Judge Lumpkin and Mr. Branch, have accepted, and two, Mrs. Harriman and Mr. Garvan, have declined.
