- 29 - broad basis, one reads that "the foreign policy of a national state should secure the existence of the race united in that state by creating a sound natural relation between the number and the growth of the people, on the one hand, and the size and quality of the soil, on the other."* More specifically, one reads that "however, such a soil policy cannot find its fulfillment for example In the Cameroon, but today almost exclusively in Europe."** From here, one is led directly to the point that "if one wanted soil in Europe, this, on the whole, could only take place at the expense of Russia; then the new Reich would have to start marching again along the road of the old Teutonic knights in order to give, by the German sword, the German plow its soil and the nation its daily bread."*** The above theory is quite generally presumed to hold good today, and while no concrete gains along these lines may be noted as yet, one hears constantly in well-informed circles of developments tending towards a realization of these ambitions.
