Berlin, July 11, 1938 Dear Mr. President: During the last few weeks I have had a number of talks with the Military Attache, and especially with the Air Attache, concerning German air production. I have also had talks with Mr. Glen Martin, Mr. J. H. Kindelberger and other American manufacturers and experts. The conclusions reached from these talks are startling to any one used to thinking that France, England and the United States, especially the United States, held at least a small margin of superiority in the air over Germany. The facts are that Germany in the short time since throwing off the restrictions applicable to production of military aircraft, has produced an air arm second to none in numbers and quality of first line fighting airplanes.
