MEMORANDUM FOR
THE UNDER SECRETARY OF STATE
This is a difficult letter to
answer. Here is a horseback thought.
The first question for deter-
mination is this: Is the Nuremberg
Party Rally an official government
celebration or a Party Convention?
If the answer is that it is the
first, our Ambassador can and should
attend. If the answer is that it
is a Party Rally or Convention, we
come to the second point.
We should be guided by the action
of Ambassadors in Washington. When
they are invited by the President or
the State Department to an opening
of a World's Fair or the dedication
of a monument or exercises at
Arlington Cemetery, they obviously
accept. But if they were invited
by the President to go to a Con-
vention of the Democratic Party or
