Government thinks that the next step should be direct German-Polish
discussions on foregoing basis. His Majesty's Government have
made representations to Polish Government that they should express
willingness to enter into discussions on this basis and hope
that German Government will do the same.
6. His Majesty's Government agrees that:
(1) Principal danger in German-Polish situation is reports of
treatment of minorities. Present state of tension, frontier incidents
and inflammatory propaganda are a danger to peace. These with
incidents should be suppressed in order to give time without
provocation on either side for examination of possibilities of
a settlement. His Majesty's Government are confident that both
the Polish and German Governments are alive to these considerations.
7. Because His Majesty's Government are scrupulous concerning
their obligations to Poland this does not mean that they are
not anxious to use their influence to assist the achievement
of a solution commending itself both to Germany and to Poland.
8. Such a settlement is essential not only for its own sake
but also in view of wider considerations. The advantage of a
peaceful settlement over the resort to force is obvious. The
results of a decision to use force have been made clear.
