Dear Mr. Secretary,
I enclose herein the text of a message for the German Chancellor,
which was sent on the afternoon of August 30th to His Majesty's
Ambassador in Berlin with instructions that he should not deliver
it pending a further communication from London.
I also enclose the text of a telegram sent the same time to
His Majesty's Ambassador in Warsaw. He too was informed that
no action should be taken on this telegram pending further instructions.
Believe me,
Dear Mr. Secretary,
Yours very sincerely,
