Subject:            Requirements of the Navy for Merchant Vessels
                         for Immediate Conversion.
 
Reference:          (a) Director of War Plans Secret memo to CNO
                         of April 29, 1941.
 
     1.      In reference to paragraph 2, subparagraph (c) 
of reference (a), the de-Gaussing, arming, conversion, and 
manning of the following ships with Navy crews should be 
accomplished prior to the times noted for the various groups 
to enable the Navy to carry out the initial movements for
which committments have been made and to give early support
to United States Forces beyond the continental limits.
