MEMORANDUM FOR THE PRESIDENT
 
     The following memorandum will set forth the extent of Irish cooperation with this office. 
I thought you might want to have it in view of the present situation.
                         I
     "Early in 1943 the Office of Strategic Services' representative in Eire and Mr. David Gray,
American Minister to---    were willing to cooperate with the United States Government in
intelligene matters.  Mr. Gray did not want to be directly concerned but approved the
establishement of liaison by the OSS.

     "In March 1943 conversations were held in Dublin at various times and in various
combinations.
