MEMORANDUM FOR THE PRESIDENT
     
     There is attached hereto a summary, together with a full copy, of a report to the Director,
 
OSS, by Major Richard Weil, Jr., AUS, setting out the observations made by him on a mission 
 
into Jugoslavia between 29 February and 20 March 1944.
 
              Major Weil is the officer who brought out the letter to you from Tito which we 
 
forwarded to you on 24 April.
