MEMORANDUM FOR THE PRESIDENT
I had prepared a memorandum for you on my talks with Admiral Fenard in London, who
told me that he was there at your instance on the de Gaulle matter. Before I sent it, Mr. Stimson
called me, and since talking with him I have torn up that memorandum. In view of the questions
raised by Mr. Stimson, I think it my duty to tell you what I said to him concerning my position.
I told him that our intelligence clearly showed that there were many people in France,
particularly those in the Maquis resistance groups, who did not like the Algiers set-up. I said also
there were many who did not look with favor upon de Gaulle as a political figure. However, I
