MEMORANDUM FOR THE PRESIDENT:
 
          I gather that what is really behind this 
is that in the light of the whole strategic 
situation as it is in the world today the Navy 
feels it would be unwise to send a carrier. 
Hence, unless you decide otherwise, we are 
going to move these planes at once by merchant 
ship, although, as I have told you, the 
Maritime Commission is having a good deal of 
difficulty getting enough ships.
