TO: MR. STALIN 
 
     I HAVE SENT THE PROTOCOL OF THE CONFERENCE HELD IN MOSCOW 
AND DISCUSSED THE DATA CONTAINED THEREIN WITH THE MEMBERS OF 
OUR MISSION.
 
     I HAVE APPROVED ALL OF THE ITEMS OF MILITARY EQUIPMENT 
AND MUNITIONS AAND TO AHVE DIRECTED THAT THE UTMOST 
EXPEDITION BE USED TO PROVIDE SO FAR AS POSSIBLE THE RAW 
MATERIALS. I HAVE ORDERED THAT DELIEVERS BEGIN AT ONCE AND 
BE MAINTAINING IN THE GREATEST POSSIBLEVOLUME.
 
     IN ORDER TO REMOVE ANY FINANCIAL OBSTACLES I HAVE ALSO 
DIRECTED THAT ARRANGEMENTS BE EFFECTED IMMEDIATELY WHEREBY
SHIPMENTS UP TO THE VALUE OF ONE BILLION DOLLARS MAY BE 
MADE UNDER THE LEND LEASE ACT.
 
     I  PROPOSE, SUBJECT TO THE APPROVAL OF THE GOVERNMENT OF THE
U.S.S.R  THAT NO INTEREST BE CHARGED ON THE INDEBTEDNESS IN-
CURRED AS A RESULT OF THESE SHIPMENTS AND THAT THE PAY-
MENTS ON SUCH INDEBTEDNESS BY THE GOVERNMENT OF THE U.S.S.R 
BEGIN ONLY FIVE YEARS AFTER THE CONCLUSION OF THE WAR AND
COMPLETED OVER A PERIOD OF TEN YEARS THEREAFTER.
 
     I HOPE THAT YOUR GOVERNMENT AN ARRANGE TO MAKE SPECIAL 
EFFORTS TO SELL THE UNITED STATES SUCH COMMODITIES AND RAW
MATERIALS AS MAY BE AVAILABLE AND OF WHICH THE UNITED 
STATES MAY BE IN URGENT NEED, THE PROCEEDS OF SUCH SALES TO 
THE GOVERNMENT OF THE UNITED
