STALIN I HAVE SENT THE PROTOCOL OF THE CONFERENCE HELD IN MOSCOW AND DISCUSSED THE DATA CONTAINED THEREIN WITH THE MEMBERS OF OUR MISSION. I HAVE APPROVED ALL OF THE ITEMS OF MILITARY EQUIPMENT AND MUNITIONS AAND TO AHVE DIRECTED THAT THE UTMOST EXPEDITION BE USED TO PROVIDE SO FAR AS POSSIBLE THE RAW MATERIALS. I HAVE ORDERED THAT DELIEVERS BEGIN AT ONCE AND BE MAINTAINING IN THE GREATEST POSSIBLEVOLUME. IN ORDER TO REMOVE ANY FINANCIAL OBSTACLES I HAVE ALSO DIRECTED THAT ARRANGEMENTS BE EFFECTED IMMEDIATELY WHEREBY SHIPMENTS UP TO THE VALUE OF ONE BILLION DOLLARS MAY BE MADE UNDER THE LEND LEASE ACT. I PROPOSE, SUBJECT TO THE APPROVAL OF THE GOVERNMENT OF THE U.S.S.R THAT NO INTEREST BE CHARGED ON THE INDEBTEDNESS IN- CURRED AS A RESULT OF THESE SHIPMENTS AND THAT THE PAY- MENTS ON SUCH INDEBTEDNESS BY THE GOVERNMENT OF THE U.S.S.R BEGIN ONLY FIVE YEARS AFTER THE CONCLUSION OF THE WAR AND COMPLETED OVER A PERIOD OF TEN YEARS THEREAFTER.
