alternative would be to invite the associated nations 
to send observers, if possible with right to present 
views, and to sign the Charter immediate1y after the
United Nations have signed.
 
        In order to provide for admission of other states, 
prior to the coming into force of the Charter, it is 
recommended that the Charter be held open for adherence 
by certain states, agreed upon through consultation, in 
the category of adhering signatories.
